The Arizona-based Goldwater Instititute today released a study of poverty rates for all 50 states throughout the 1990s. Minnesota topped the list with an overall reduction in poverty rates of 22.5%. Even though Minnesota entered the 1990s with a signficantly lower than average poverty rate, it was able to see dramatic reduction over the decade.
