Contested corner redevelopment talks continue

The Chaska Planning Commission will discuss plans for the redevelopment of the northwest corner of highways 41 and 212 at its meeting at Chaska City Hall on Wednesday night (at 7 p.m. in city council chambers).

The Park Board met in a special public meeting Monday night to collect comments on changes to Firemens Park as a result of proposed redevelopment.

At the end of last year, the council sent two plans to various groups for discussion and comment. (See related: Corner plans vex council: Firemen's Park, financial hamper redevelopment) Now groups, including the Historic Preservation Commission and the Chaska Volunteer Fire Department, are now meeting to review the two plans chosen by the council for further review.

The issue is expected to come back to the council at its Jan. 28 meeting.

Is this the new Park board members or the old ones? What happens if they don't like either one? I would like to see continued stories on the progress of this particular item. Maybe some minutes of the meeting where minutes from meetings should be "posted at the Chaska.org site". There is a space for them but when I go to check I see nothing. I can't make it to meetings because I work nights but would like to stay informed and send opinions when I can.

Right on, MAZ. The Park Board in this city is responsible for creating one mess after another, and nobody is going to answer for it unless compelled by a higher force.

Looks like some folks need a refresher on city politics. First of all it's the Park "Commission" and it works in an advisory capacity (as do all city commissions). Which means they don't have final say, the city council does.

One mess after another? Really?

The council put everyone in a tight spot with how they and the city management handled Fireman's and the new Memorial parks.

Disclosure: I neither work for the city or am a member of any commission. I do pay attention to city government however.

Point taken. Please allow me to explain myself more clearly...

The City Council indeed has the final say in all matters, however most people may not be aware that our City Administrator, Dave Pokorney, is the architect behind these decisions. Chaska city govt is organized in a somewhat unusual fashion, where the City Administrator is responsible for all city-wide operations. He is considered an equal to the CC, and the CC is supposed to defer to him on all matters of city operations and administration (this includes the Park Board, whose members are appointed by Parks and Rec under Pokorney's direction). He has managed to retain his position as City Administrator for over 25 years, an uncommon length of time. However, you are correct in that he does not have the power to cast a vote.

In this case it's pretty convenient for him, wouldn't you say? Recently he has been sitting back and letting the elected officials take all the heat for these park-related issues. In my haste to post my previous reply, I assumed that most people would realize that the Park Board was synonymous with Pokorney. I apologize for that.

In terms of your description of the Park Board's capacity as an advisory commission, you would be absolutely correct - but unfortunately this is not a reality, and I'll prove it to you. The following comes straight from a City Councilman yesterday:

The Veterans Memorial Park topic is on the agenda for Monday night's CC meeting (1/28), however the council’s directive associated with this item states, “No action required. This item has been approved as part of the Master Plan.”

This means that the City Council will not be voting on this item (something neighborhood residents were counting on), and that the matter is considered settled from the city’s point of view. As a result, the city will move forward with the project.

The fact that the CC voted to conditionally suspend the project would imply that they would need to vote to lift the suspension, would it not? Indeed, the council’s failure to vote would be an unconscionable lack of action designed to shift accountability to non-elected staff (deferring to the Park Board's recommendation in this case) and deliver a knockout blow by robbing us of our dignity at the same time.

Mayor Van Eyll was concerned about how their past mistakes in communication and in the planning process were being perceived by the people of Chaska when he recently felt compelled to write a heart-felt op-ed article in the Herald, basically asking forgiveness for recent mishaps and begging support for his personal agenda regarding Fireman’s Park. I’m afraid his previous level of concern won’t begin to compare when he, and others, weather the fallout from this most recent display of underhandedness.

My disclosure: I neither work for the city or am a member of any commission. However I represent nearly 150 homeowners who are currently entrenched in the controversy over Veterans Memorial Park.

I am a veteran of the Mary Jo Copeland orphanage fiasco. As far as Mr. Pokorney; We are in full agreement on his power and the lack of understanding most in the city have about this. I received quite an education during the time the orphanage was being debated. Not to diminish your situation but in hindsight I would have traded places with you in a second and thrown a party for a park and ball field to avoid some of the nonsense we went through.

Also, our city isn't the only one with a government set up this way. Many suburbs have city managers or administrators. It's just a matter of how strong they are and what the relationship with the council happens to be.

And he doesn't pick the commissions. I volunteered for the Planning Commission a few years ago and the process is, send in a letter of intent, get a call, and then come in for an interview with the CC. They vote on the candidates. I'm pretty sure this is how it works for all the commissions. And legally they have no power to do anything - the CC has to approve or deny their recommendations. It does make it convenient for city gov't though to not have to take any heat as they can point to the commission or council when final decisions are made.

In hindsight I don't regret being passed over.

At any rate, the council deserves the heat on this one from where I sit. I can also see where the city isn't exactly in the clear but ultimately the CC has the responsibility. And I agree with your assessment of Mr. Van Eyll's letter the other day. He's been around long enough to understand what development/zoning/re-zoning means to neighborhoods. The city (both gov't and CC) give lip service to truly "working with neighbors". It's why these things blow up the way they do.

The only thing I can say in defense of the city is that you will never get anything done by seeking consensus. But there should be enough respect shown to be up front from the beginning with their plans and those affected. This is where they have failed. More than once.

In the end, I think the phrase I've heard that describes our little back and forth here: We violently agree.
