You are being to broad in your comments. There was a ton of violence, and the police were right in what they did. A friend of mine is in the National Guard down there, and there was alot of people throwing urine and ****** at him, and that's not going to get you rilled up? You poke a tiger too many times, and the second you step outta line, it's gonna come back and bite you.

And, there was lessor law-breaking, that the police and higher authorities chose to limit. Enforcing the law, including making arrests, often involves the "use of force", along an increasing continuum.
The lower the cooperation, and the higher the threat (including, sometimes, the size of the crowd), the higher the use of force that may be required.
