How does citywide wireless work?

Can someone explain to me how Chaska's citywide wireless Internet network works? How do you get billed? How much is paid by taxpayers who don't use it? Has private business resisted or competed with the city's wireless Internet service? Jordan and Shakopee were considering starting a wireless Internet network for its residents, but the efforts have been all but squashed by a county fiberoptics project. Isn't wireless Internet supposed to be better than fiberoptics? Is wireless Internet reliable? Do you think people choose to live in Chaska based on the availability of reasonably priced wireless Internet service?
